Maxwell Perrin ‘14 is a Program Manager for the IVMF’s Entrepreneurship and Small Business program portfolio.  He manages the Community Navigator Pilot Program (CNPP) – a hub-and-spoke network of 16 organizations that provides training and business counseling to veteran and military-connected entrepreneurs—as part of a Small Business Administration grant awarded through the American Rescue Plan Act.  The CNPP is designed to reduce barriers that underserved entrepreneurs face in accessing the programs and services needed to recover, grow, or start their businesses by connecting them to organizations in their local communities that provide critical resources and assistance.

In this role, Perrin coordinates with each organization as well as other stakeholders and partners, drives strategic decision making, and identifies, develops, and implements creative and effective methods to enhance the program.

A U.S. Navy Veteran, Perrin served six years as a Civil Engineer Corps Officer. He earned his Commission through Officer Candidate School.  As a CEC Officer, he served on teams responsible for managing facilities and infrastructure on Navy bases in Virginia and Japan.  After leaving the Navy and before joining the IVMF, Perrin managed federally funded bridge and highway construction projects with C&S Engineers.

Perrin is a member of the Town of DeWitt, NY Zoning Board of Appeals.  He holds a bachelor’s degree in Civil Engineering from Syracuse University and is a licensed Professional Engineer (Civil, Transportation).
